The otters' whimsical graces and play is only matched their ravenous appetite.
I'm tempted to simultaneously say "This card should have ': Add to your mana pool.'" and "City of Traitors and its ilk infer that this card may be too good." That's a weird contradiction in my head, so I'm just going to assume this is precariously balanced.
Also, I'm a fan of activating this on round one to play Coiling Oracle. :)
