At the end of each player's turn, they may exile any number of cards from their graveyard and put that many 0/2 green and blue frog creature tokens onto the battlefield.
When I thought of this, I nearly did "make a top-down design around a biblical reference" instead, but I decided that would be a bit complicated :)
I went back and forth on exactly what would make frogs, and whether they would be for all players. Ideally I wanted everyone to have frogs, but for you to have lots of frogs, hence the self-mill restriction.
I wasn't sure how strong token-making could be. It's something that varies and is always stronger than it looks. It seems to vary between Breeding Pit (4CMC ench 0/1 every turn) to Creakwood Liege (4CMC, 2/2, 3/3 every turn, upside). I'm worried 0/2s will be too annoying to attack through, but OTOH, you can usually attack into them safely.
