I think the phrase you want is "Whenever you draw a card, you may pay
. If you do, target Vehicle you control becomes an artifact creature until end of turn." A la Peacewalker Colossus

Well, turning a thing into an artifact creature feels different from "I pilot this vehicle with my mind".
That's literally what crewing a vehicle does. The ability you want exists on a card. Putting flavor ahead of basic mechanical consistency just leads to bad designs that don't work
