I uspect there's an unintended interaction here, which is counters going on as things ETB, including planeswalker loyalty counters.

Still; upcost it slightly and this becomes a feature of a widely applicable mild-hoser; rather than a possible problem.

Froggy, this is meant to be a hate card for decks that use counters and planeswalkers. It counts cards your opponents put on their own stuff. The only relation to the linked card is that it was inspired by a similar train of thought. Vitenka, the interaction with planeswalkers is intentional.

If it's intentional then it seems likely to be a bit too cheap.

The only reasons I made it two CMC is because there's such a tradition of strong hate cards at that CMC. Perhaps this is too broad, though?
