At least all this conversation about the correct/obvious design of the last ability masked the actual error in this card. Malefegor, leader of the Rakdos clan, should never be mono-Black. Color identity problem corrected.
Or borrow from Jin-Gitaxias, Core Augur: "Your maximum have size is reduced by seven."
Or you could just say "Your maximum hand size becomes 0."
Oh, that's really interesting. On this card, I think you could just say, "discard your hand, for the rest of the game discard your hand at the beginning of your end step".
I like the idea of the mechanic. I'm not sure if it's a good idea, though, stopping you playing cards is generally unfun. But OTOH, I guess, once you're down to 0 cards, you'll probably want to play each card you draw anyway so maybe it won't make much difference.
Assuming there's a rule change that takes token cards into account, the thought process behind the last ability was that it effectively made your maximum hand size zero for the rest of the game. I thought this was really clever idea until half-way through writing this comment when it occurred to me that you could just discard the token cards at the end of your turn. Drat.
Maybe some sort of text that explained that the cards could not be discarded? It's a pity, though, because I was starting to envision a set where your hand slowly filled with madness, coupled with cards that discarded Madness cards to do various tricks. Hmmph.
Well, maybe it could still work if the Madness tricks asked you to exile cards from your hand. Okay, still a viable idea... just not as perfect an execution as I wanted.
What's the difference between that last ability and just "Discard your hand"? Okay, Maro and Inner Calm, Outer Strength, but is that worth the confusion (and the rules changes to allow tokens to exist somewhere other than the battlefield)?

If that's your plan, this needs to be multicolored. The only acceptable hybrid spells are ones that could be monocolored in either color.
My plan was "First abilty green, second ability both; third abiltiy white" though I missed a bit, since gfreen gets fog.
(And, replying to the card rthat relpies to this - Sisay gets mana generation; but yeah, as I said originally intended to be mirri's card; but she's pure {g] in timeline, and
off it.)
Third ability; anyway; is pretty much "UEOT, all damage is reduced to 0" but there needs to be a cretaure in play to put it on; and you could put it on an opponents creature to try and tempt them to remove their own in order to cancel the effect.

That would be really broken, but I think we can get away with giving the ability to all artifacts... just as long as we don't throw this card in an 'artifacts matter' block. ;)

If the third was "Switch target creature's power and toughness until end of turn.", I could see it as as fuly hybrid a lot better.
Looks good, although much more suited to monoblue than hybrid. Nice tweak.

The challenge doesn't say it has to be a sorcery. Just make it an enchantment that enters under an opponent's control.
