Looking at this in comparison to Alex: I make more typo's. And pull in references that sprang to MY mind, but probably no one else's and don't really explain what they are or why. (Though this time, it's fair, I was gonna hyperlink but the server is down.)
And I jump tracks a bit - focussing on one small part of an idea.

I could just make "There are enchantments in play" but that would be both silly and useless; and so doesn't fit the flavour. And probably wouldn't trigger anything anyway. "Enchantments are in play" would be.. terrifying. And possibly something I should have made; but I already hit submit and I need to stop and do work people pay me for SOMEtime today.
Gah; ok, I probably DO need to specify. Choice of enchantment to put into play alternates; as otherwise player who plays this plays three win conditions, then something to kill her - and that's just too abusive. Yet another "Oh come on, I promise not to do this, we'll do the silly and fun thing" card fails :(

Hmm, interesting. The Imperiosaur ability turned into a keyword mechanic (well, ability word). Yes, makes sense.
Although in Sienira's Facets, red/green had a lot of nonbasic lands (including Restless Outcropping and Venerated Plateau at common), so this would have some tension with those.
It's a good point though that Sienira's Facets didn't include keyword abilities for any of the individual factions. (Just my two new keyword abilities across all factions, reminisce and overpower.) Given how well Alara and Ravnica worked, I think in retrospect it would have been more sensible to give each faction a keyword mechanic, you're right.

Since Blue/black is about war of information. You get a conditional counter that forces opponent to reveal their hand.

Let me tell you, I like Danger Mouse. But the accents on that show are completely unintelligent in the United States. How it became popular here, too, is a mystery to me (though, I'm guessing it had something to with the fact that any cartoon on Nickelodeon was bound to be a successful. A cable channel exclusively for children raised by television, with no competition? Automatic viewership. We never even questioned the fact that we were watching fifteen year old programming from Canada, England and France. I still have a soft spot for the Cities of Gold...)
It doesn't. It's just that Sirens are from Greek mythology. It doesn't reinforce the themes if it doesn't end up in evil Greek Mythos land. Not a big faux pas, but it's an easy one to avoid. Actually, it would normally give us a chance to be creative... I was thinking of changing this into an 'Octopus Faerie'. A pity that "Target creature loses flying and must attack" makes more sense in Red, when you think about it.

My attempt at a Vitenka-style stream-of-consciousness design story follows:
Okay, so. Kuri issues a decree. It should probably enchant the whole world because when she speaks, you better listen even if you're in a different continent at the time.
What will it be? What other Decrees have there been? Decree of Annihilation and its cycle aren't really what I'm going for. Multani hates enchantments, bit strange for a green tree guy. Lyev Decree tells people not to fight. What's Lyev? Something Azorius? Kuri is the opposite of Azorius, so let's say she likes to see people punching. Does she? There might have been a time when she didn't. Depends when you catch her. But for the purposes of this idea, yes, she does.
What would that mean on a world enchantment? You fight. But she doesn't actually tell you to fight... she just says you can. If you want to. Don't let me make your mind up for you. Just, y'know, opening up the door so that you can have a scrap if you feel like it.
Some reminder text spelling out what that means, and a flavour text quote driving the point home, and we're done.
I should perhaps note that I (Alex) know absolutely nothing about Kuri except that Vitenka has mentioned there exists a presumably-character called Kuri. Hope I'm not maligning ?her too much here.
Then I created a couple of Vitenka-style rule-breaking cards: Decree of Kuri, on which I attempted the bonus points stream-of-consciousness design story, and Pile of Corpses, which may be just an odd idea rather than a particularly Vitenkan idea.
The next cardset I'm going to suggest people design for is:
Added a couple of Vitenka-style cards for My Universe, My Rules: Danger Mouse and Inspector Gadget. I'm planning to do a more rule-bendy one at some point though. I didn't try to imitate Vitenka's stream-of-consciousness mashup style comments... maybe next time.
What were the blue creature types? I don't recall siren as going against them.
It's reasonable enough, but the community set was supposed to be broken into different planes that didn't interact with each other. Blue sirens would probably go against the set's themes. That said, the first half makes sense in set, and doesn't need to be on a siren necessary, while the second half is... really weird for black... but kind of out there anyway, so if it was matched with another ability on a black siren, it would probably be fine.
So consider this card as two different cards. I'll end up breaking down tomorrow.
Heh. It read okay, and then I read your comment about all the abilities being out-of-colour and I realised "wow, what was I thinking?" The individual mechanics are all reasonable ideas for the set, though. "Loses flying" is normally green, but I think blue could do it, and black could do "loses all abilities". "Attacks this turn if able" is blue or red, I think. First strike when blocking is white, stretchable into red or black if there's need and justification. (However granting it to multiple creatures is a recipe for huge ground stalls.)
So putting that together: I think it's a great idea for a couple of monocolour cards in that set to be able to remove flying. One green, and one blue or black. So since sirens can be blue, how about removing the ground-stalling first strike and putting the rest of this card in blue?
Added Shoal Seductress for the Community Set.
For Challenge # 100 for the Community Set. There aren't any Sirens that I can think of in that set, yet, and the set could use some rares, so I pulled this one together. Since the set monkeys with flying mechanic, I also figured this would need to pull the wings off of creatures for it to be effecient. Also, the Community Set has a strong 'black likes fortifications' theme, so I figured the idea of the Siren dragging you into black's fortifications made sense.
But, now that I think of it, that's 3 separate off-color abilities all for the sake of flavor and set specific needs. That's quite a leap, even for me.
