The last one is certainly good (as it can be Falter, Spare from Evil or Sivvi's Ruse). It'd be fine on its own for
. Stapled onto a Shadow of Doubt / Due Respect / Frantic Search, though, it might be a tiny bit too good for two mana. Not sure.
Plausibly it is actually okay at two mana at rare, because it'll be moderately unusual that multiple of the modes apart from looting are any use. Great against Avalanche Riders or Primeval Titan, certainly, and fine against Duplicant... but those aren't very frequent... except I guess in formats like EDH, where this would be awesome. But still fine at 2 mana I feel.
Yikes! You're completely right, Sorrow had indeed reserved Challenge 123! I'm very sorry, Sorrow, I totally didn't realise. I apologise profusely for queue-jumping! Feel free to create your challenge in parallel (as 124) and people can be submitting to either of them. (And indeed there may be more mileage in 122 as well.)
"Can't be targeted this turn" isn't proper templating, but "gains shroud until end of turn" would fit just as well. It's a pity that it rather overlaps with "counter target instant or sorcery" though.

are clear for the first three. Is that last ability gold? It's similar to Reminisce, Psychic Spiral, Gurzigost and Gaea's Blessing. I guess it doesn't have precise precedent, so gold is as good a claim as any for it.

It doesn't fit this challenge, but thinking about it made me make Trans-Selesnya Command in cards with no home.

@Alex: Thank you. Good point, I was blinded by the symmetry of the various effects, it should be "creature". Alas, that makes it less symmetrical. Although that could be a good thing, it removes the apparent tension that you might want to destroy someone else's permanent and return it, but can't.
And yes, it pained me to make the life gain/loss values different. But they couldn't easily be the same, and there wasn't room for much more. I tried to pick values that felt complementary to me even though not the same. I'm sure I could think of SOMETHING better, but I'm not sure what...
Looking back, all of the abilities seem fine for the cost except for the last one, which might be overly strong at this cost.
The third ability is apparently mono-white as of Profound Journey, though of course Sun Titan sets something of a precedent for it as well.
I understand why you made it the way you did, but the asymmetry of the first two abilities really bothers me, especially when paired with the lovely symmetry of the second two abilities.
Ha! Yes, Vindicate is certainly a classic effect that's not in any single colour.
I... think that the third ability however isn't hybrid but is gold as well. Obzedat's Aid is precedent here, but also it'd just be pretty odd for a monoblack spell to return an enchantment or artifact from graveyard to the battlefield. "Creature" would be fine (Breath of Life/Zombify).
Ghost Command, an orzhov-ish black-white command that plays with life gain and loss and permanent destruction and resurrection.

This is a bit of a blunt hammer, but it was the first idea I could think of with effects that were clearly colour defined and fairly short. I'm not quite sure of the balance of the abilities -- it's hard to make "gain life" equal of the others, but when you need that mode, it's really valuable.
I wish I could make the third ability one-line as well...

I think Sorrow reserved Challenge #123? I don't think it matters much now there's not usually much of a queue, I would just leave this one and let Sorrow take #124 now it's created, but I thought I'd check.

Alex has hit upon my weakness for modal spells. I don't know how well I've succeeded here, though. The CCDD method is certainly an easier way to design the commands.
Precedents include:

•Leonin Arbiter, Aven Mindcensor/Mindlock Orb
• There's no specific precedent here, but it's evocative of Stave Off, Hindering Light, and Mizzium Skin. It also references White's penchant for protection and blue's ability to get "weird" protection.
Oh, very nifty. Yes indeed. I think this could perhaps be 2/2 for more tournament worthiness.

Mark Rosewater says that this wouldn't lead to better Command designs than the C/C/D/D approach they went for in DTK. Let's see whether we can prove him wrong, or prove him right :o)
Spelling out the challenge in more detail: The original cycle of Commands were monocoloured, Austere Command / Cryptic Command / etc. The new cycle is Silumgar's Command, Kolaghan's Command etc. The new cycle's effects are C C D D: e.g. Ojutai's Command are two white choices and two blue. Try instead to make a Command where the four options are C, D, C/D, and CD: e.g. one white choice, one blue, one that's in both white and blue, and one that's in neither monocolour but needs both white and blue. This last one may be challenging given how tight for text-box space modal cards are now. Additionally, there should be some balance between the modes.

It probably would, yes, but being sorcery speed hurts it from that point of view.
This could be pretty crazy at two CMC, especially since you can protect your flyings and reuse their ETB abilities. Wouldn't this go pretty well with Spellstutter Sprite and Vendilion Clique?
Ooh, good combination. I considered some similar things with bounce and with creatures with flying, but nothing quite gelled.
Though I'm not sure, is it too swingy as a hoser? It's not quite sure what standard of comparison to use.
