Free Raise the Alarm is certainly good. Free Kodama's Might less so. I think it might see play, sure, but I doubt it's broken when other options like Distortion Strike exist.
You don't think it would? I guess I could be wrong. I'm not exactly a tournament-level player. It just seems good to trigger your Young Pyromancer and Monastery Mentor twice for free, or to attack for 3+ first turn with Monastery Swiftspear.

Erm... yeah, "burn 2 things for 5 each" needs to cost rather more than 4 mana (compare Serpentine Spike) even ignoring the extra turn shenanigans.
I'm not sure I understand the point of Fracture. Your details page says it's intended to be more chaotic, but it's really quite predictable, and in fact it's entirely optional. It's really just instantaneous rebound, often with an extra upside. This card in particular is incredibly strong. It's double removal with an extra turn effect stapled on? Crazy.
This would see tons of play in Prowess decks.
It'd be more normal to say "Exile target tapped permanent". There's a slight mechanical difference, but it's much more normal to state it as a targeting restriction. The other way is generally only done on things like Deathbringer Liege, so that you can choose a target that's about to become tapped.

I also agree that the cost is weird. A large part of it is your placement of the hybrid symbol, which should probably go first on this card so that it follows

This is also weird because it looks like you want to play it in response to your opponent playing a land, but that's not possible. Even if responded to a fetch land, they could just choose not to find a land to put out.
This cycle are pretty weird. It's weird to have the hybrid be two adjacent colours of the four, rather than the outer two colours of the four or the inner two. (E.g. WUBR is missing green, so W and R are the outer colours and UB are the inner.) It's weird to have to pay 3 mana for a 1-mana effect (though there's occasional precedent like Darigaaz's Charm). It's weird to have to choose between your conditional colour hoser effect and your even-more-situational other effect. And this one is particularly weird for being able to destroy green enchantments without needing green or white mana.
