Form of the Stag cannot be countered.
You gain Protection from Blue and from Black.
At the beginning of your upkeep, deal 3 damage to your opponent if they control only blue and/or black creatures.
At the end of your turn, your life total becomes 3.
Still a playable card, but it only really works in multiplayer. There the card would be a monster, allowing you to form an alliance with an opponent your not really afraid of, and drawing a card every turn for .
Maybe they discard a card, or you both draw a card? Not quite blue, but the whole cycle is a little off anywho. Either way, I'd suggest increasing the activation cost... if it ever becomes relevant, it is immediately too cheap.
So... it's a common 2/2 for with no drawback and a relevant creature type, that blocks as a 3/3 and has an ability that can make it go crazygonuts? You do realize there's a card called Topan Ascetic that has the same exact text as your card, except it was a green uncommon for from Shards? And it wasn't half bad either...

The idea is that the rebels want to control the criminals in a way it doesn't hurt them. But it's hard when the criminals are chaotic, so Queen Cecilia doesn't mind a little violence. But the rebels see this as wrong, and try to demonstrate to her that violence is unnecessary.
Of course it's a drawback. It doesn't give you any kind of advantage. In fact, it doesn't let you draw lands until it leaves the battlefield, and it doesn't give you anything in return.
I like the nod to Alara, but a little detail on why it singles out red would be great. Even if it was a little hint in the flavor text. Some wording needs to be changed but I like it.
Counter target creature spell. If a spell is countered this way, return it to its owner's hand instead of that player's graveyard.
Um... a 2/2 for ? I guess its ability isn't always an advantage, as perhaps you don't want it until you've got a few land already... It's not quite as gas-ensuring as Countryside Crusher, but I wouldn't really say it's a drawback?
Careful with this name. Players will expect something like a green Form of the Dragon.

Not yet, but watch this space: I'm working hard to get that to happen automatically for you on any Multiverse link to a Multiverse card (including all those in the text above, as well as all those on Recent Activity and so on).
(Well, there is one way: you can include a card code link instead, like "(((CW01)))", if your cards have codes. But that'll just show up as the code CW01, which probably isn't any better than just the card name.)
You could perhaps give each card a nickname, in the "Code" field, and then use triple-parens to link that nickname. But basically, give me a week or so and I'll get the mouseovers working on all links :)

I don't think that's much of a problem. So do Gurzigost, Battlefield Scrounger, Nantuko Tracer and so on. They're still useful in such decks. This is a really fun and interesting cycle, even if it is a little pie-stretching at times. I don't think this effect is much out of flavour for either colour.

That's an awesome and informative piece of text. It might do better as a details page. I'm vexed that the mouseover hovers like Treasure Stealer don't work in it; I'll try to fix that up soon, because that document would read much better if the cards were mouseover hovers rather than needing to click through.
Suggest that the random discard isn't a may ability. Change it to a full triggered ability so you have to do it.

Ohh... yeah, I misread that. It actually replaces your draws by making you skip half of them. Sorry, my misunderstanding :3

There you go - mouseover hover links will now work on all links to Multiverse cards (and as a bonus they're a lot faster now as well).

Yeah, SM is right. It'd be better to name this "Stag's Form" or some such.
I must admit, I came here from recent updates eager to see a Stag version of Form of the Dragon.

Only Form of the Dragon and Form of the Squirrel would suggest that. Oakenform and Shade's Form, for example, are Auras. There's no established convention for the word 'Form'.
