I like the nod to Alara, but a little detail on why it singles out red would be great. Even if it was a little hint in the flavor text. Some wording needs to be changed but I like it.
Counter target creature spell. If a spell is countered this way, return it to its owner's hand instead of that player's graveyard.
Just a suggestion.
I used the same wording as Remand.
The idea is that the rebels want to control the criminals in a way it doesn't hurt them. But it's hard when the criminals are chaotic, so Queen Cecilia doesn't mind a little violence. But the rebels see this as wrong, and try to demonstrate to her that violence is unnecessary.
