It's colorless. Barring a specific thematic or flavor reason, it should absolutely be an artifact. The lines between artifacts and enchantments are blurry enough already without worsening that by making colorless enchantments.

Yeah, I'm not married to these colors, though it does set up interestingly with Holistic Wisdom... my initial inspiration was to build a creature based on Pull From Eternity, since there's a lot of hard removal via exile (in my local meta at least). I can see equally strong cases for making it either green-white-black or white-blue-black...

. Even with help from ramp artifacts, that seems fairly reasonable, and it goes even higher if you use it to draw cards or burn creatures. Yeah, I'm okay with this.
Hrm. I wonder if that reminder text actually makes it more confusing. For example, commander cast costs would be modified thusly over the course of a game:
CMC for 1st cast
CMC+2 for 2nd cast
CMC+4 for 3rd cast
Strike Down
CMC+6+2 for 4th cast
CMC+8 for 5th cast
Eh, I'm deliberately focusing on the commander format for this... cards like Oloro, Ageless Ascetic, Derevi, Empyrial Tactician, and Marath, Will of the Wild, while playable in other formats, have abilities that only work when playing commander (no such thing as a command zone in legacy/vintage for example). In any other format, Command Tower literally does nothing except be a land, which you can tap to produce no mana whatsoever. I'm tailoring this to my interests, which are almost exclusively EDH of late, so... yeah!
I mean, If you like it except for the commander restriction, I could certainly make a 'universal' version with a few adjustments. I just wouldn't stick it in this set.
The value of the bolt effect is easy enough to adjust, I'm just starting there cuz if it's too low then that choice is not used. Plus, with commander cost increasing on subsequent casts in colors that don't have the best ramp, it buffers it a bit, plus maybe you want to use the other effects more at a given moment. That's my thinking.
'cuz enchantments are different than artifacts. Some colors hate enchantments more, others hate artifacts more, and these are certainly things I consider as a player when I'm making an EDH deck. Looking at it from the other side, then, I'm curious about filling out some thinner design spaces.
At least Planeswalkers still represent characters.
This has to be the easiest Commander damage ever, by the way.
It's pretty lame that you can't use him in Legacy or Vintage.
Why isn't this an Artifact?
As for restricting it to commander-only, that's kind of the point of these experiments. (((Carnoblossom Fly Trap))), for example, would be much easier to exploit if it wasn't restricted to only red and green, with all of white and blue's flickering especially.
