It's a lot of hoops to jump through, so I don't think being locked is a real issue. If anything it might be a bit too good at giving you extra value out of lightning bolts, but you're still playing an otherwise blank creature to do so.

this seems broken. just play an instant during each player upkeep, and they cant play anything else that run except things that respond to it. i guess you'll run out of instant eventually, but still, seems a bit to powerful to me :/
The only real benefit Clone has over an unkicked Rite of Replication is colour density (as in, you only need 1 Blue source, not 2). I agree this probably wants an additional mana (generally Instants cost more than equivalent sorceries anyway).
I think it's fine, as rite unkicked is kind of already obsoleted by Clone. The kicker is what really makes that card special. I may make it cost 5 later, but it'll most likely be if its too powerful as a combat trick.
On an aside, it seems Rite can kill legends. Should I let this one do so too?
Coo. Gravedigger in green. It's certainly the colour where this most makes sense apart from black (see Eternal Witness and Deadwood Treefolk), but it's not an effect seen in green very often.
Could the cost go up by then? It feels somewhat bad to obsolete Rite of Replication's unkicked mode in two ways at once (more targets, and instant rather than sorcery).
Clone is easier to re-use. Still, being an instant, on second thought, this should start at 5 mana.

Hm. This was previously Temple Bell at three mana. Admittedly it's more vulnerable as a 1/1, but I'd be somewhat wary of this one.

Oo, Opposition taskmaster. May just about be reasonable thanks to the mana in the activation.
