Ok, I just read this AFTER commenting on Duplicate. If blue is killing planeswalkers at 1U at common, there is absolutely no problem with killing them at 3UU at rare IMO. Make Duplicate "target permanent"!

Honestly, d think this would be better at "target permanent", period. I know you were trying to avoid using this as removal, but honestly, that's one of the most interesting possibilities with Clones anyway, and it gives blue a way to deal with some stuff it might otherwise have a problem with.
Maaaaybe "nonplaneswalker permanent", but that would sound weird and break the unwritten rule of not writing the word "planeswalker" in text boxes.
This seems a bit much. Not broken by any means, but given that there's a 1U 1/3 in M11 (the name escapes me) and it's playable in limited, this guy sounds like it clogs up the board way too well.
Valiant Guard might be good in this slot, the whole +1/+1 counter theme might make him more useful as the game goes on.

This card's reminder text is off, other cards say something with "up to one target". Also the name shouldn't be in there.

This card's reminder text doesn't match the other cards. Also, haven't seen the whole set yet, is it relevant to remove +1/+1 counters from noncreature permanents?
Actually the Goblin lord in M11 has haste because he's supposed to have haste even if he somehow stops being a Goblin or if his ability stops referencing Goblins.
This guy, however, will always get Vigilance from himself unless he stops being a creature, in which case it wouldn't matter anyway.
Also, as is he doesn't have Convoke.
I meant playable in limited. +1/+1 counters matter more in this set than most. It's not a great card in limited, but if you have a +1/+1 counter matters deck going, you'll be happy to pick it up late.

Its just so minor an effect without being able to pull it as a combat trick. Maybe a late pick when drafting red but i wouldn't really call it constructed playable
Well there's a reason I made these sorceries. They were too good as instants in playtesting. Also, the haste part has no reason to be instant speed, so making it an instant is kind of awkward.
I'm not in love with this card, but it does what I want (being a safe place to put counters). I'm pretty certain it will change eventually, but for now it works.
It's not a bleed. They have said it is both a red and a blue ability. Red does it by angering the creature into attacking, blue does it by tricking them into doing so.
Counters are important in this set, the 1 mana counters are very powerful--I remember playing this at 2 mana to get critical mass for Barstool Ruffian (then a 1 mana 0/2 I think, or 2 mana 0/3)

I think its fine, as i said its handy but its not an effect i'd want to pay more for
Would being an instant be that bad?
you know you are on a supply as sorcery bent at the moment but the speed kinda kills it imo.
oh right, carry on then
I may shuffle the numbers a bit. Still, I feel that blue hill giant with small ability is something that will be a reality in not too long.

It's definitely playable, but it's not "really good".

That was Rakdos Pit Dragon

look at alluring siren--though I do remember wizards saying that was a color bleed :/
Wasn't there a pit dragon in ravnica block?
Having played with walker of secret ways the telepathy effect is very handy. Not particularly great, just handy
Those were 2CC, not 3C, weren't they?
But why is it blue? It's a red or perhaps white effect.
Oculus as an artifact creature? Fair enough, I guess, since Surveilling Sprite is better.
You reckon? Sorcery-speed Battlegrowth, plus "target creature gains haste" which is unplayable in every set?
1/3 for 2 is pretty bad. But I'll make him a 1/2 just because counters are probably pretty prevalent.
I'm not sure how good of an upside this is, but blue did get a two hill giant++s in shadowmoor.
Cantriping 2/2 for one on turn seven isn't very special.
