Should probably be something else to get rid of the fact that an enchantment taps.

Remove a resource counter from ~: Put a 1/1 white soldier token onto the battlefield. Use this ability only once per turn and only as a sorcery.

Or possibly simply an upkeep trigger.

An upkeep trigger is a very good idea, actually. At which point, it could just make a token every turn, and this doesn't really need resource counters: Mobilization was fine, and though you had to pay for one soldier, you could get several per turn.

This card's reminder text doesn't match the other cards. Also, haven't seen the whole set yet, is it relevant to remove +1/+1 counters from noncreature permanents?

Very cool. With a critical mass of cards with supply, this could be a bomb in limited.
