Too strong? I'm thinking of maybe having an additional cost: Tap all Swamps. (Yes, even opponents). Then it can't be used immediately.

Second ability is comparable to Knight Exemplar, so not broken for rare. First ability concerns me a bit, because some very strong and expensive creatures have power 1 or less. Azami, Lady of Scrolls? Deranged Hermit? Fortune Thief? Make it CMC 1 or less and it'd be OK.

If you want to use a mechanic for this, the way to do it is:

Mechanic name "*Rally* - If you control 3 or more Soldiers, "
Mechanic codename "Rally"
Card text "[Rally] Soldiers you control get +0/+1."
