Second ability is comparable to Knight Exemplar, so not broken for rare. First ability concerns me a bit, because some very strong and expensive creatures have power 1 or less. Azami, Lady of Scrolls? Deranged Hermit? Fortune Thief? Make it CMC 1 or less and it'd be OK.

Sensible. I was thinking hard-coding Rally to Soldiers restricted it to basically only appear in white. This way it can appear in all colours.
