I agree "Creatures get +1/+1 for each word in their rules text, and don't have any abilities" is the only possible way to go, although I don't know if it will work or not. You could probably extent that to include the type-line, and characteristic setting abilities, and make it trigger on creatures in play when this comes into play only, but I don't think you gain anything by doing so
That wouldn't help much if you play Kill It targeting their Mogg Fanatic. Fork would also do double duty on it.
Activation cost should be "Remove 3 counters from CARDNAME and sacrifice it:..." Otherwise this is a nice card. I'm assuming it is meant to be uncommon or rare?
To get a coloured Artifact card template on this, put Artifact in the type box.
CARDNAME deals X damage to each player.

: CARDNAME deals X damage to target player instead.
All instances of X as a variable on all cards in all zones are replaced by 4. Clearer?
Why not just: Replace all instances of the word May with the word Must on all cards in all Zones.
Or: Counter all spells and abilities that target Mana Eater unless their controller pays an extra

Though as Alex said, this wouldn't work if morphed in response to a spell or ability targetting it unless it had an activation cost.
This is definately not a common card. Given its abiliy, it could be a hybrid costing
or a multicolour costing

hows this? Destroy target creature. If Kill It becomes the target of a spell or ability, copy Kill It choosing a different target. Would also need to be uncommon.

How about: When Simplification enters the battlefield put +1/+1 counter on each creature for each ability it has. Whenever a creature enters the battlefield put a +1/+1 counter on it for each ability it has. Counter all creature abilities. (Abilities are static, activated, mana, and/or triggered.)
Or this: Obstinate Lurker cannot be affected by spells or abilities that do not target it. Spells or abilities that target Obstinate Lurker cost
more to cast and/or activate.
How about something along the lines of this: Counter any untargetted spell or effect that would affect CARDNAME unless the spell or effects controller pays

That's a really interesting idea that should be obvious but I've not seen before (though obviously would need to jump through templating hoops).

It's ironic how complicated Simplification is.

it's sad that having additional copies of Simplification on the board does nothing
at this point you have to ask, "is it worth it?"
