The cloak is also scary good, be careful with. But it's main advantage is the shroud part, I guess - and "+1/+0 sac to destroy a wall" is usually less good than shroud :)
I think it's fine when compared to Whispersilk Cloak.

This feels like it belongs in Scars of Mirrodin block, alongside Mirran Crusader. It's also worse than Celestial Purge in several ways, but that's okay, because white probably shouldn't get efficient ally hate.
Oh, neat design. And the recent trend toward black having higher toughness makes this a bit more palatable.
By the way, from his description in the Planeswalker's guide, I really expected him to be mono-blue and make Spirit tokens.

Agreed but its still a weird middle card so I don't want it at rare unless I can think of an ok second ability or make it cheaper as a sideboard card.

This isn't really a card that would appear at common. It seems more like an uncommon, but it might even be printed at rare, considering how rarely it will be useful.
