Enchant Creature
Loathe (Whenever a permanent this could enchant enters the battlefield, you may pay and cast Twist of Faith from your hand or graveyard targeting that permanent.)
When Twist of Faith enters play target player mills four cards. Then you may exile a creature from a graveyard.
When Twist of Faith leaves play, you may cast spells from among cards exiled with Twist of Faith, and you may spend mana as thought it were mana of any color to cast those spells

Thank you Alex
This is pretty cool now. Reminds me a little bit of Evershrike, and also Iridescent Drake, maybe a bit of Storm Herald.
You don't need to search graveyards, as they're public knowledge, so you could just word this as:
> When ~ ETBs, you may pay . If you do, return target Aura card with CMC X from any graveyard to the battlefield attached to ~.
Ok; so this doesn't quite go infinite (useful 'util' clause there); but I'm pretty sure I made the same assumption as jmg there for a moment.
But this is still really efficient - give one of your creatures vigilance, and o-ring an opponents creature AND you can recast this once the opponent gets rid of it.
See Insightful hand tool.
The order in which we cast spells is:
If the point is to target multiple creatures based upon the amount of mana paid to cast the spell, it technically won't work.
May I suggest "Each opponent sacrifices a creature" instead?
Heck, a Doom Blade for is already problematic, in a number of ways.
You do realize that this can just be played as:
BB Instant Destroy up to 3 target non black creatures. Even if it didn't have other modes, that's really pretty broken.
Bane of Progress: The Instant. Almost.
The card draw is really not at all. It's quite blue and maybe green. White is straight up the worst at card drawing.. Black can get it but has to pay something extra, like life or sacrifice.
"Whenever enchanted creature deals damage to a player, you may draw a card."
