You do realize that this can just be played as:

BB Instant Destroy up to 3 target non black creatures. Even if it didn't have other modes, that's really pretty broken.

The order in which we cast spells is:

Declare the spell being cast, moving it to the stack.
Choose all modes (if any.)
Choose all targets (if any.)
Pay all costs.

If the point is to target multiple creatures based upon the amount of mana paid to cast the spell, it technically won't work.

May I suggest "Each opponent sacrifices a creature" instead?
