Not a functional change, but you may want the first ability to say "whenever you cast another spell," to avoid confusion when this is being cast from the command zone

Maybe should cost , but this already feels like the second part will be pointless in gameplay. I am thinking purely flavor based here.
The first ability was never meant to be only once each turn, but perhaps the cost should be (and increase the power to 4 if the mana value goes up). Also, it could be "cast a spell from exile," to not go easy and give unnecessary kindness on playing lands from exile for a second land.
It's "you may put a land" since your hand is not public information.
Does the first ability want "and only once each turn"?
Unless the order of abilities is strictly dependent, the activated ability comes usually last.
I would remove any mention of cards in exile at this point and make it a Vendetta-variant.
After a bit of research: Compare Feed the Swarm. Removing the option to destroy enchantments for seems about right. Might even be a common.

Yeah, wow. The swing on this. We're at 4 mana, meaning we have, what, about a 3/3 flyer as the best creature? And you get to blow it up, and regain five red, one green, and two more mana. And that's an 8 drop. Yowsers.
Of course, if you want to be funny about it; make sure all the 8-drops in the set have flying so that the opponent can reply in kind.

Can this make you lose life equal to the creature's mana value, instead of the number of cards in exile? That seems unnecessarily high
Also, the template is "cards you own in exile" rather than "exiled cards you own"
Seems convoluted to base the untapping off the amount of mana added instead of just the mana value
