While that's a fair description, the same is true of Fog, Holy Day, and Darkness. All of which cost 1 mana and were common. If you want to complete the cycle of fogs into the last 2 colours, by all means feel free; you could even make it more expensive than the 1 mana that the other colours get. But don't make a rare that's worse than these three commons, unless you're really trying for a One with Nothing.
Alternatively, how about making this a cantrip? Cantrip Fog has traditionally been too good, but this kind of worse-than-Fog might be okay. At uncommon.
Yes white is the master of this kind of ability but it has been sporadic in blue in the past. The extra cost is because this isn't a core blue ability and the red is for the extra combat phase the other player gets on his next turn.
I see this as very much a last-ditch card that will give you one more round when you are set to die in opponent's next combat phase if you don't draw an answer.
I think this may be overcosted, and if not it shouldnt have a hybrid white mana as white already gets a much better version of this. Moment of Silence in common

By comparison with Fervor, it probably needs to be a bit cheaper. See also Mass Hysteria and Concordant Crossroads, which do it for everyone not just you.
