Seems fine as just a blue spell... permanent control Magic is the domain of blue anyway. Red only sways temporarily through passion. Red does 'punish' however by giving the option for the opponent to take damage instead of the effect... but I'm not sure why that rider is on this card. The effect seems fine at its casting cost without an escape clause to me...

Its been a while since Juxtapose last saw print. I don't know why... this is a good ability.

This is indeed meant as a variant of looting. Its the way it is because as the flavour text says, it extracts memories (cards from hand) to grant knowledge (cards drawn). Also, as worded you must have a card in hand to discard for the ability so if you have no cards in hand, it's useless.

Glad you found it interesting, I agree multiple of these would be a bit chaotic so I changed it to a rare as you suggested.
