How many times do I have to hit my opponent with my creatures before this becomes useful? And why am I not already winning by that point? I suspect you would need a lot of one power evasive Pirates in your set for this to stay in people's decks.
How about increasing the cost (or adding

to the activation) and adding charge counters equal to the amount of damage dealt?
What if you don't remove the plunder counters? So, the further along you go, the more powerful the Chest becomes? Also, "Loot" counters gets across the same flavor with less space.

I changed to Loot counters, and no longer remove counters for mana, they just keep piling up, also changed activation cost to
