Yes Kaalia is a great WBR commander and so is Tariel, Reckoner of Souls. But for those who can't afford to get the Mythic Rares and haven't been lucky enough to pull one (or can't get the commander theme decks) she is a cheaper option. Really need a WUBRG Legendary Angel though :)
A functional-ish update of Vision Charm to get rid of The Phasing option {which sucked when it was new}. The card itself was a staple of early milling decks

Those decks have already got Kaalia of the Vast, though.
