Another idea might be:

: Create ... Activate this ability only during your end step and only if at least 2 damage was dealt to an opponent this turn.

Maybe it is still strong (I don't know), and possibly you have the better/different idea for other changes, too.

This seems like way too strong of an effect to have as a free bonus on etbt dual.
