I feel this effect wants a step-by-step guide if you want to use targets.

I want this card to mean that each player has each one of their creatures deal damage equal to it's power, but I'm not sure of any good ideas on how to phrase that.

"another creature of that player's choice" rather than "another target creature"?

Targets are chosen by default by th person casting the spell as the spell is cast, so not mentioning targets is a good start. Then you just specify who chooses the affected creature.
