Being able to repeatedly sink mana at instant speed for creatures seems more like a rare thing.
Green gets this ability all the time. This could be blue/green since you're milling your opponent, but the green is required.
Land search, maybe, but not land ramp, especially at 2 mana.
land filter could be shared by black and green
Why isn't this a green card?
The second choice is okay. Copying spells is something red can do, so copying abilities should be fine. Put a loyalty counter on it struck me as odd, since most red spells remove counters (i.e. direct damage), but it actually makes sense: you rile up the Planeswalker and their magic is enhanced.
the chained veil has been revealed. so the spark can be changed to 1. the second ability of the veil or 2. copy an activated ability. if the source was PW, put a counter on it.

yes the name is intentional. i thought about her PW spark but how would that translate to game mechanic? turn a creature into PW? add loyalty counters?
ideally we would have the flavor text somehow fit both meanings.
it's somewhere between carbonize and pillar of flame.
Also, on a non-mechanical note, the name "Jaya's Spark" made me think the card was somehow going to be a card version of Jaya's planeswalking spark.
Magma Spray extended to hit players but costing
more. The comparison with Incinerate, which even had Jaya Ballard flavour text at one point, makes this look pretty sad. But Yamabushi's Flame suggests that 3 damage would be a bit much with this rider for 2 mana... hmm...
