Till now the best alternative I've come across was something like "Enchanted land has "(t), sacrifice a creature: put x forced labourer tokens in play where x equals that creatures power. activate only as sorcery.""
Hm. I like link's suggestion mechanically, but I agree with you it's probably already too macabre: I don't know if you should have a concentration camp card at all, but I think I'd rather not have the tokens. Maybe something that fits a similar concept so it doesn't seem you're avoiding it, but less graphic?
Would fit the flavour and balance, but i think that would be too macaber. I live in Austria and here we have a different approach to that part of history. To me the card as it is now is questionable enough.
It already IS a cycle, with Airport, Port, Factory, Barracks and Rebel Hideout. Blue, red and green more or less fitting and black and white a bit problematic...

Mountains you could go with the Norwegian theatre, though I don't know what building corresponds to it as a "Gives skis" and I don't know what a heavy water plant should do.

That's the reason why! And Carrier is a bit closer to reality (although he can't take them back abord).
Bit odd that it only launches them at the last minute; but I guess it's less insane that way.
I think the tokens should be sacrificed to add mana.
