Vitenka, please be careful when giving silly templating advice...
This will be tricky to template. Sarpadian Empires, Vol. VII sidestepped the issue. I'd probably most recommend going for a Last Stand-style template where it looks at the lands you have rather than the mana you spent:
> Put a 1/1 white US Soldier creature token onto the battlefield for each Plains you control.
> Put a 1/1 blue Fascist Soldier creature token onto the battlefield for each Island you control.
> Put a 1/1 black Nazi Soldier creature token onto the battlefield for each Swamp you control.
> Put a 1/1 red Soviet Soldier creature token onto the battlefield for each Mountain you control.
> Put a 1/1 green FFF Soldier creature token onto the battlefield for each Forest you control.
If you do want it to care about the mana you spent, I guess you'll have to go with something like:
> For each spent to cast ~, put a 1/1 white US Soldier creature token onto the battlefield. For each spent to cast ~, put a 1/1 blue Fascist Soldier creature token onto the battlefield. For each spent to cast ~, put a 1/1 black Nazi Soldier creature token onto the battlefield. For each spent to cast ~, put a 1/1 red Soviet Soldier creature token onto the battlefield. For each spent to cast ~, put a 1/1 green FFF Soldier creature token onto the battlefield.
That's horrendously wordy, so possibly you could go with:
> For each spent to cast ~, put a 1/1 white US Soldier creature token onto the battlefield. Similarly put creature tokens onto the battlefield that are 1/1 blue Fascist Soldiers for each spent, 1/1 black Nazi Soldiers for each spent, 1/1 red Soviet Soldiers for each spent, and 1/1 green FFF Soldiers for each spent.
Beware. Granting kamikaze at instant speed after a creature becomes blocked doesn't work, but a lot of players will think it does. This might be better with "activate this ability only any time you could cast a sorcery."
Fair enough. Stealing one evil land for relatively cheap seems more reasonable than probably stealing only one land for expensive though; eve though both are niche.
And, of course, it also means you can't have evil lands either; since your opponents get second choice, where the plotter gives you both choices.
Ah well, I'm sure someone will find a use for it.
Vedalken Plotter gets love, despite the fact that his ability 'doesn't do anything'. If your opponent has broken lands, or man-lands, this card takes some of them away, and gives your opponent Half-a-Blood Moon. I do think, though, that not many people will get it. That might be okay, assuming there aren't too many cards like this kicking around.
Yeah, it sure feels very green, but as +X/+0 wouldn't fit the flavour and red likes to try things that are fun and games I think it is quite right as it is. Except, maybe it should cost (1) more...
There's Keldon Warlord and Battle Squadron from back in the day, but more recently there's Scion of the Wild, Elder of Laurels, Wayfaring Temple, Crusader of Odric, Geist-Honored Monk... wait, you're right, I was wrong to say it's green. It's actually white. The power of the group is what modern white is all about. Green gets individually large things, but white is the colour that gains power from having lots of allies around it. OK, this should actually be white.
It's, um.. Living Hive Only red. And cheaper.
May need to rethink that slightly.
Reminiscent of Rapacious One. Probably better: the tokens don't pop for mana, but they can attack for damage.

Well, not really; unless every other player co-operates, you're unlikely to be able to deprive anyone of a colour.

I like it! Powerful and flavourful. (In most sets it'd be green, but I appreciate this set has rather different colour requirements than most.)
