I have since determined that there will be two subtypes associated with installing assets: Traps and Troves. Traps want to be attacked or targeted to spring the trap; Troves (often sorceries) would rather be left alone and benefit from not being attacked and often scale favorably with the accumulated charge counters.
By those definitions this should be a Trove. I'll see whether I'll change them accordingly with a new name e. g. Stashed Explosives.
Looking at addendum as a possible Wizard mechanic.
This card obsoletes Owl Familiar.
I considered putting two counters on this, but I haven't quite considered the ramifications of eating Dragon Eggs etc.
To me it seems like the event of a Dragon dying should yield a greater reward. Such things don't happen that often commonly.

I was really hoping to push this to uncommon but apprently counting the cards in your hand is harder than creatures, permanents or cards in your opponent's graveyard. As far as I can tell this at least has never appeared below rare despite the fact that I believe Maro might one die appear in a Masters set at common.
But then I added flash and made it a definite rare anyway. :)
> Ah; are these meant to be sequential effects? That makes a link between the two abilities (though a really weak one) but I think needs to be spelt out as it's easy to miss.
What else would it be? That's how cards work. You do things in the order written on them. I feel, the connection is easily learnt once you have resolved the effect for the first time.
(Note that this will not stay a common. I'll settle on rarities once I expand the mechanic, but this probably will be an uncommon.)
> Surmount is an interesting ability; I presume since it's not a keyword that they won't all make 1/1 goblins?
It's the wording I settled on for something I first called "counterstorm"/"headwind"/etc. which was storm just for counting opponent's spells. What gets mltiplied by the number is dependent on the spell.
I also want to spread them across several partially tribe-themed "Archenemy decks", so the other decks wouldn't want Goblins at all.
The balance is hard if it is actually a singular effect that gets copied for each opponent, so I am now trying to have one effect that scales on player number and one derived effect that (circumstantially) is always relevant and scales less harshly. Assuming you have a base amount of creatures before casting this spell already, additional tokens just increase the damage output and aren't the sole factor.
In other notes I'm a little unhappy this has a singular target. I have to think about whether I can live with the fact that making the "any target" illegal somehow prevents the creation of tokens.

The 1-vs-3 catchup mechanic.
Also me using "any target" for a change.
