Red doesn't typically do flat 'destroy'. It deals damage, and although it's a plausible flavour bend to destroy instead, to deal enough damage would want to cost more than one! You get to deal, what, 2 damage, maybe 3, on a spell doing nothing else, nowadays?

And sadly, red doens't get to do 'counter blue spell' at all any more. Mayyybe if it was also restricted to being an instant? Or had an opt-out clause?

Poor poor Red Elemental Blast, there's no way they'll reprint you nowadays.

White doesn't really get to do this kind of removal without more provocation than "I don't like your colour".

It very very rarely does get to do this kind of counterspell; but it wouldn't be at common, or this cheap.
