Looking at this, Dreamflux, and and Dream Mentor, I think you might be undervaluing the power of repeatable card draw. It doesn't general appear on permanents below uncommon for that reason, and it's much less mana efficient than you seem to believe. See Azure Mage: it usually costs no less than 4 mana. I suspect you could get away with 3 or maybe even 2, since this must .
This is an interesting card, because "destroy" isn't a part of blue's color pie except on Pongify and friends. However, blue can bounce things or exile them, which creates basically the same result.
Still, I think this would feel better if it said "Return all creature tokens your opponents control to their owners' hands."
I think this is doing enough without also drawing a card.
White is notoriously and intentionally limited when it comes to drawing cards, so this is incredibly efficient for a card providing draw in white. It might be fine if it only drew one card, but even then it's a stretch since gaining life is such an easy trigger condition.
Rather than limiting you to only casting the spell if you control that land, it should instead give a bonus if you control that land and should still have a use even if you don't.

Think through the wording: How often is a spell you didn't cast this turn going to be a valid target? I think the answer is never. This should read "Copy target instant or sorcery spell you own."
I was just curious as to your goals when making a set, since this doesn't follow the usual patterns for a "finished" set. If it's just finished as in you have no more ideas for it, I get that.
yeah im gonna lower the cost for this on second though.
The set is finished because I like where it is at, not saying it could be better, honestly im holding back from editing it again.. just want to move on, you know?
Anyway ideas for a new set in the mix, so there should be one soon.

i want to be realistic it just is really difficult. Though i am thankful for you helping me better my set :D... im gonna be gone for a while anyway, finished all these sets, and now have to think of a new idea, unless I plan on reprinting cards into a core set \o/
If you don't want to follow the established color pie, that's your right and it's perfectly acceptable. I will stop treating your cards as "serious" efforts and I will cease making comments that attempt to educate you on how you might make cards somewhat more in line with the standards of to Magic.

High Tide may be your precedent, but blue doesn't have access to this effect anymore. This is green, or maybe red since it's temporary.

The name and creature type indicate that this should have flying.
I think it's intended to be that you can throw multiple +1's on, but sacrifice in that case.

Hexproof doesn't appear in white on creatures. Prowess only appeared in white in Khans block, though I think it's officially tertiary.
Barring something like Style Scroll: The Dirty Fighter, creatures can't be attacked. Did you mean this to trigger when the creature blocks?

Green doesn't get flying. Just like small token creation you find that in white though.
The second ability shoul be granted to the tokens - or better: Galiba.
This would be a bloody playable card even as a 2/2 or 3/1. People underestimate the impact of haste.
