I think, unfortunately, this needs to be something like:
Cast a copy of target instant or sorcery card from your graveyard or that you have exiled.
And even then probably technically doesn't quite work without comprule changes.
Casting spells that exile themselves is dangerous. Lots of spells do that as a hedge against abusive multiple uses.
But I can see this as a variant wish; it's certianly a thing blue can do. I'd suggest upping the blueness of the cost - maybe all the way to . It's probably OK for a dedicated spell manipulation deck to do this sort of thine; it's less a good idea to be able to splash it into a black deck.
This card is a bit looser than a stack-based Fork, and I don't want it to only be playable right after the spell is cast / is still on the stack. It should not be limited to on-the-stack cards.
Whether you have cast the card and are Forking it, or you are copying something from your graveyard, even if you just want to play another spell that is neither in your graveyard or being resolved currently. this card should cover it :D

@jmgariepy: There will be no memory issues any worse than for any other spell interacting with the stack. This targets a spell, so an object on the stack that either got their by casting a card from somewhere or the copy of a card somewhere.
So as long as you can remember the spells on the stack this won't be worse.
If you're trying to copy a targeted spell, this doesn't contain any provision for choosing new targets, so you have to stick with the same targets that the original spell had...which may not even be legal by now.
There's bound to be some memory issues with Instants/Sorceries that got shuffled back in the library. Doesn't happen that often, but all it takes is for the same player to pack a single Day's Undoing to cause multiple problems over the course of 10 or so games. Unfortunately, in that scenario, not only can we not be sure if the card in question has been cast this game, but we can't even reference the card in question to make sure we're doing it right.
Maybe Uncommon Occurence is only supposed to be for funsies, though, and shouldn't be scrutinized like this? It kind of depends on your design philosophy. You could always spell out that it copies a card in the graveyard or exile. That should solve the corner case problem.

If you want it to be pumpable, that's perfectly doable. You just need to phrase it either using or as an activated ability, because at the moment this is a once-and-done thing.
The first way would be:
> Whenever ~ attacks or blocks, you may pay . If you do, put X +1/+1 counters on it. If X is greater than 2, sacrifice ~ at EOT.
> : Put a +1/+1 counter on ~. Activate this ability only if ~ is attacking or blocking. If this is the third time this ability has resolved this turn, sacrifice ~ at EOT.
Note that the second way can be used after the opponent blocks this, while the first has to be used after this attacks but before they declare blockers.
Since this is a sorcery, I assume you want to cast this before combat and have it affect anything you attack with this turn? If that's what you want, I suggest phrasing it something like:
> Whenever a creature you control attacks this turn, it gets +3/+3 and gains indestructible UEOT. If you control a [land?] named Capital Hill, that creature gets an additional +2/+2 UEOT and can't be blocked this turn.
Oy. That is a good effect, but this sure is expensive. As it stands right now, assuming you only have land sources for mana, you would need to have 8 mountains in play just to get any value out of it.
Though you still need to define the type of mana: colorless? red? any color the land produced? any color the land can produce? any color of your choice?
Also it's cleaner to boost lands you control rather than those you own.

This is still a 2/2 for two mana with an upside in blue. You know what the cost/body ratio for a looter usually is? Merfolk Looter.
