Rather than limiting you to only casting the spell if you control that land, it should instead give a bonus if you control that land and should still have a use even if you don't.

Since this is a sorcery, I assume you want to cast this before combat and have it affect anything you attack with this turn? If that's what you want, I suggest phrasing it something like:

> Whenever a creature you control attacks this turn, it gets +3/+3 and gains indestructible UEOT. If you control a [land?] named Capital Hill, that creature gets an additional +2/+2 UEOT and can't be blocked this turn.

White is the color of small increases in power/toughness like Glorious Charge. If you want this to be more of a finisher, I suggest incorporating flying (a white mechanic) over pure unblockable and reduce the cost anyway.

The idea is to make white mass pump spells distinct from green mass pump spells like Overrun.

White is supposed not to get +3/+3 from a single spell. This grants +5/+5 with a single spell way beyond what white gets to put on the offensive.

well it needs to be more powerful if the pump will be lowered.

also Flying sort of fits flavorwise, but im not desperate enough to use it yet

This feels okay at 2 for a rare. Maybe even not good enough? Or worthy of a rarity drop. Without the needed land, it's a Glorious Charge. Otherwise, it's an easier-to-pull-off Break of Day.
