Under cover seems easy to establish with zero power walls. Were you planning on sneaking in a bunch of negative power creatures in this set? Or maybe a number of effects that could reduce power below zero?

This doesn't really seem like a rare to me. Uncommon? Why the specific requirements? Would also make sense as a rare if it weren't limited to 3 damage.

Given all the minor kinks that come with this type of design, I would make this an uncommon.
