As with all printed Wizards mechanics for which it makes sense, you can use the mechanics from Guilds of Ravnica in your own cards. (That doesn't include Undergrowth as it's just an ability word.)
I've also implemented a special version of Surveil with code "Surveil1" which expands as Surveil 1. (Look at the top card of your library. You may put that card into your graveyard.), because surveil 1 has significantly simpler reminder text than the general form.

(For what it's worth, as you edit the card you can see that Hizzy just wrote ~ both times. If there were a comma after "Hizzy" in the card's name, it would apply movezig's rule 5 automatically.)
Like the card! The activated ability seems a bit unusual, but it's appropriate for the colors of the activation cost. (I take it you're going for a 5-color identity?)
Anyway, here are some corrections to make the card fit the official templating:
"Caller" should be capitalized in the card's title.
ETB effects happen "when" a creature enters the battlefield, not "as."
I'm not positive, but I think "reveal X cards from the top of your library" should be "reveal the top X cards of your library."
There should be a comma between "library" and "where."
The first time you use a legendary creature's name in the card's text box, it should be the full name - after that, it should just be the first name. This means the second time you mention "Hizzy the Dragon Caller," it should be shortened to "Hizzy."
"Put up to 2" should be the start of a new sentence.
The 2 in "put up to 2" should be spelled out ("two").
"Dragon creature" should be "Dragon creature cards." If it isn't on the battlefield, it's a creature card; once it's on the battlefield, it's a creature.
Put "from among them" before "onto the battlefield.
In the flavor text, there should be a period after "understood."
Finally, there should be a new line before "- Ugin." The source of a quote is always on a new line.
I think this is an interesting card, but frankly I feel it belongs in blue and black. Cards like Nightveil Specter, Ashiok, Nightmare Weaver, and Psychic Intrusion already play around in this territory, right down to the mana-washing. Also, blue and black were the colors of the Ingest mechanic, which synergizes well with this.
That said, the fact that you can only cast the card until end of turn might put it more in Red, as it's similar to the "Elkin effect" seen on cards like Act on Impulse.
I wanted to check how devoid gold cards looked. So I spent a couple of minutes trying to think of an Eldrazi-feeling gold card. An opponent's-exile-matters version of Act on Impulse felt like an interesting thing to try.
The green mana probably isn't strictly necessary. It helps justify the mana-washing, perhaps? And, well, I originally designed this to try the gold frame, after all!
(Annoyingly I seem to have lost the multicoloured pinlines on gold devoid cards that I'm sure used to be there. I'll have to try to fix that. ...On the other hand, real gold devoid cards like Void Grafter don't actually have coloured pinlines, so maybe not.)

Otherworldly Impulse showed me the gold devoid frame was missing pinlines. I wonder if I should included the coloured pinlines on hybrid cards, though? Compare Safewright Quest/Rampant Growth/Watchwolf with ?/Blisterpod/Void Grafter).
(Of course, it's somewhat irrelevant until someone makes some hybrid devoid cards...)
