I wanted to check how devoid gold cards looked. So I spent a couple of minutes trying to think of an Eldrazi-feeling gold card. An opponent's-exile-matters version of Act on Impulse felt like an interesting thing to try.
The green mana probably isn't strictly necessary. It helps justify the mana-washing, perhaps? And, well, I originally designed this to try the gold frame, after all!
(Annoyingly I seem to have lost the multicoloured pinlines on gold devoid cards that I'm sure used to be there. I'll have to try to fix that. ...On the other hand, real gold devoid cards like Void Grafter don't actually have coloured pinlines, so maybe not.)
I think this is an interesting card, but frankly I feel it belongs in blue and black. Cards like Nightveil Specter, Ashiok, Nightmare Weaver, and Psychic Intrusion already play around in this territory, right down to the mana-washing. Also, blue and black were the colors of the Ingest mechanic, which synergizes well with this.
That said, the fact that you can only cast the card until end of turn might put it more in Red, as it's similar to the "Elkin effect" seen on cards like Act on Impulse.
