GDS2 judges don't mind putting cards on the bottom of library but manipulating cards from the bottom of the library not so much. Whilst they don't like shuffling too much either I think the dislike is less. Maybe look at top 2, put 1 in hand & shuffle other back in ? Still useful against hiding cards on the bottom?
Tomescour every second turn ? maybe a bit too strong at common. Drop to top 3 cards? or bump to uncommon. As is, imagine getting 2 or more of this card in limited - ouch.
Heh when I first read this and the other Palefence cards I misread it as Paleface and got images of wagon trains, cavalry and noble 'Savages' trying to stop them.
If you boosted it to 2 life for each charge counter on permanents you control and the cost to ?
Also, the wording 'Gain X life for each charge counter on permanents you control' saves you 3 words from the wordcount.

On first read it does seem quite complex but after a reread you get the idea of what it wants to do. Is there any way to simplify it? maybe so that it just dioes its full power in damage to every creature it blocks (eliminate the confusing bit about full power damage to parried creature and split normal damage through others).
I'm not convinced it's overpowered, although White does have the ability to add counters. Needs proper testing. Tapping 2 might be fine.

yeah because Scrycling is kinda clunky. Nice idea for a new mechanic riffing on two existing ones.
