Yes, pretty much.
White can add counters to my permanents, i think you can add, put a charge counter on a permanent you control, then gain life equal to the number of charge counters among permanents you control. Is just 1 life point swing, makes it feel more flavor for this set's white mechanichs and helps it interact better with the rest of the set.
I'm not convinced it's worth the word count, although it's worth bearing in mind. However, I think (and more playtesting is needed) that it may be too weak at 1 life per counter. I think it's unlikely to get you more than 3, or maybe 4, in a normal game.
If you boosted it to 2 life for each charge counter on permanents you control and the cost to ? Also, the wording 'Gain X life for each charge counter on permanents you control' saves you 3 words from the wordcount.
That's what I was thinking, yes. I'll probably make that change at some point.

Would it be a problem if they were both instants? You'd then have 4 CW instants to 1 CW sorcery, but would that be a problem?
white usually has more instants than sorceries anyway. 4 to 1 may be OK if it is balanced out somewhat in other rarities.
You've missed that my skeleton is no longer in order; if this were instant, it'd be five-to-one. 4 to 2 seems better to me.
