I was thinking of changing it to "Whenever ~ becomes tapped" but that makes it far too susceptible. Yes if you manage to give this Vigilance it is much stronger but the same applies to so many other combos out there that I think it should be OK.
This is pretty strong. I think it's ultimately playable, but not particularly exciting. If you bumped it to and the opponent to drawing and discarding two this card would be stronger as mill while giving the opponent more options to kill such an overpowered card. Ultimately this is the kind of thing that I like to see in drafts as it's very strong on its own but also very applicable in a rarely drafted subtype. Wizards is always trying to enable milling in drafts, they love that shit.
