At the moment there isn't a way to copy mechanics, no. I've got it as a potential feature for consideration on the ToothyWiki page; I'll note this as an extra request for that feature.
EDIT: I've now created a feature suggestion in the Feedback Cardset for this idea.

Ah, my apologies. The whole step is called the declare blockers step. I was mostly trying to stop someone from casting a spell druing 509.1, which is impossible.
Though, there's still probably a reason why Wizards does it in the way that I mentioned instead of in the "declare blockers step". I remember having to deal with this issue at a semi-common rate back when I ran tournaments 10 years ago or so. Players would try to interupt other players while they were in the process of declaring their attackers or blockers, which obviously can't happen. It used to give me the headaches. The Headaches!

"During combat, after blockers have been declared". You can't cast spells during the declare blockers step.
So... have you seen Magma Rift since making this card? I admit Magma Rift is kind of bad, though. Seeing as Zendikar has the whole Landfall thing, I would have preferred this one [exagerated wink].

Because "Legendary" and "Snow" aren't types but Supertypes (like "Basic"). Oddly enough, Tribal isn't - I think because it needs to take a Subtype - although most people think it should be.
Because of the above comment, how about: The questions that the original stating raises for me do not concern Scheme, Plane, or Vanguard, but rather World Enchantment, Legendary {Land, Artifact, Creature, etc.}, and Tribal {Instant, sorcery, enchantment}. Also, it seems odd to make it a planeswalker, but that's just me.

Perhaps you could make it: "Whenever a creature with power 1 or less attacks or blocks, destroy it at the end of combat. Its controller loses 1 life."
In general, I think I would consider Ambassador Oak more powerful than a vanilla 4/4 for 3G; the same logic applies here.

How about Volcanic Spite. You still get the revenge-ish feel but more red. Soil's Revenge sounds green and could make a good green card. Perhaps a cycle?
