Oh nice, one of the old land-based rares. One of the original "Go forth and build a monocolour deck you eedjit" hint cards.

Also, it's a firey flying pony. And is at least 6/6 and soon gets bigger. What's not to love? (The casting cost, but hey, all decent creatures used to cost that much.)
Combine with another build-around - this one enabling transformation. And is a bird.
So clearly we're doing something that flies. And my musing went "dragon enabler maybe? What do dragons do, firebreathing typically, how to enable that - free mana for the first acti.. oooh" and then this happened.
This ability is completely nuts. A quick gatherer search find the first broken usage: Bloodfire Colossus.
Although its intended usage; Prossh, Skyraider of Kher, Vaevictis Asmadi are perfectly reasonable.
So on the one side, I kinda want to make this just "without paying the mana cost". And on the other... you know what? Go nuts. We'll make this big and meaty; the reward for using it should be equally big. But, um, let's make sure you can only have one of it in play at a time.
Is flying a type or super type?
Other than obviously broken interactions this sounds so fun. I'd want to make a not broken deck that showcases what cool interactions exist.
I guess if they implemented neopolitan abilities this way, it'd be a supertype, since those are permitted to have rules baggage.
