Adjusted to not intersect with Sanctity Charm; also, first sentence is amusing.

Because vigilance is so powerful, it needs its own hose. :P

The card seems more blue because of the tapping. I know both white and blue can punish attackers that way, but because mainly white creatures would be untapped while attacking, it fits blue better.

Wording-wise, it would be better as "Tap all attacking creatures." It's shorter and marginally fewer memory issues. Since it's almost a combat trick, it should be cast during combat.

The fact that it hoses vigilance is just a side-effect wanting to ensure that no "criminals" can escape judgment. In this world the freeze/sleep effect is a representation of being arrested, rather than those other, more blue, qualities.

But yeah, there's not good reason to force it to happen post combat, even if it's not actually a combat trick in the traditional sense.
