How bad does a land have to be to draw a card?
Probably worse or comparable to a card that is:
>Free Cycle
>Sorcery
>Draw a card.
Mmm. I don't think this needs to enter the battlefield tapped. That's not a comment about power level. It's just ill-adised to make cards that have two drawbacks. Players hate those, whether or not they are good.
Charge as much as you want for
. I'm just saying, if a player is going to pay to get that mana, the least that player should expect is to get that mana the turn they play the land.
As an aside: Wouldn't it feel more like a whole package if the second ability was:

to your mana pool."
Aww, I was expecting something like "Enchanted library cannot block creatures."
"Target library deals 2 damage to its controller" :) (Does that work in the rules? The targeting is ok, not sure about the controller :))
