Niche. I'd suggest removing the 'your opponents control' rider. Why NOT allow people to set up self-bounce combos?
I would go with:
> Until end of turn, you may cast cards that share a name with a (permanent) card returned from the battlefield to your hand this turn without paying their mana costs and as though they had flash.
... if this still implements the intended function.
Dunno; that lets you recast stuff. Previously this let you sneakily cast different stuff..
Which; actually yeah,

for a turn-3: "Unsummon my one drop.
-cost Eldrazi for free" miiiight be a little too reliable when it should be aspirational.
You're gonna really surprise someone when combining this with Chain of Vapor and any Eldrazi. They won't fall for it a second time, but that just turns the Chain into a one-mana Disperse.
Likewise, works well with Hive Mind. This may convince your opponent to just target their creature a second time, but that doesn't seem so bad either. You can slowly move your Aether Glitches out of your deck when your opponent is officially too cautious. Let them make poor decisions even when there is no chance of Glitching.
I mean, the disgusting idea of casting some Emrakul out of this when your 3-drop gets bounced was precisely why I worded this the way I did. Also, with that wording it could be used even when bouncing your own stuff (without being possibly broken), so it's not purely a niche hate card.
Oh, certainly the card is swing-ier than a playground equipment supplier. That said, I think something like this might be fine:

You may put a number of creature cards on the battlefield with a combined converted mana cost of X, where X is equal to the combined converted mana cost of all creatures returned to your hand this turn.
Okay, I admit, this has big time memory issues. I just like how the ability lets you put an Eldrazi on the battlefield if you returned four beasts, or puts six elves on the battlefield if your returned on Eldrazi. Probably works best, however, if the spell looked more like this:
Instant
Return any number of creatures you control to their owner's hand. You may put a number of creature cards... etc., etc.
