I liked the flavour of the inhabitants appealing to the incarnations, but couldn't think of anything like devotion which captured that feel. This is the first mechanic I managed to think of.
I realised it was possible because a lot of the flavour was over pilgrimages and seeking of the incarnations, not only worshipping. And that this let me use the same mechanic in multiple colours, but without depending on a specific incarnation card.
I don't think it quite works, but it captures something of the idea. It's too fiddly to need search cards as well as this and as incarnations. But at least, the incarnations only need to exist.
