Also known as "Whelp, we screwed up the meta;' better nuke burn decks". Assuming you're in a situation where need this in your deck; presumably it's worth mulliganning until you get it?
And... I only just realised it itself doesn't target you. Doh. So unless your opponent doesn't know this exists, it's basically never going to go off?
It's mainly useful against first-turn discard, like Thoughtseize, Ostracize, Duress, Inquisition of Kozilek etc. Those are all very commonly played first turn. Which is why Leyline of Sanctity is as popular a sideboard option as it is: perfect protection against hose. This is rather less effective than Leyline of Sanctity, but can still be used responsively if you draw it on turn 2-6.
Yeah, this would be more useful if it had a way to cast it without mana. But it's already fairly inelegant.
