My first attempt at a mono-red walker who is distinguishable from Chandra by abilities alone. This means no burn, no wheel effects, and nothing with instants or sorceries.

Chandra is all over the place, isn't she?

That last ability doesn't scream mono-red to me, and I don't see how the abilities fit together to portray a character, either.

It was "anti-government anarchist who wrecks everybody's stuff" which is... uh, not all that different from Chandra honestly, but I was looking for mechanical differences, not flavor ones.

Random sacrifice is something that shows up in red occasionally -- see Tyrant of Discord, Whims of the Fates, etc.

Eh, at least Chandra and Jace feel like their abilities are all over large swaths of their respective colors. Does red have a precedence for forcing randomized discard?

On occasion. It's usually after drawing or some other advantage first though, i.e Burning Inquiry, but red seems to get more leeway for effects when it's at random.
