First ability starts off looking like Welding Jar, but has an unexpected twist to it. Pretty much unprecedented, though similar to Hanna's Custody/Indomitable Archangel/Leonin Abunas etc. I don't think it's going to break anything - most self-exiling artifacts do it as part of a cost, so you can't interfere with someone activating Brittle Effigy or whatever.
Second ability is presumably why this has to cost 3. Making a 3/3 at pseudo-instant-speed shouldn't cost any less than 3 in total.
Third ability is Scroll of Avacyn, or cycled Renewed Faith, or entwined Sunbeam Spellbomb. It's nice that if the 3/3 wouldn't help right now you can gain some life while you cycle away your charm. At first I thought it was a bit overcosted, but those comparisons make it look pretty reasonable. I think
would be fine rather than
